On the 15th of January 2020, various stakeholders, Chair alumni, academic voices and other interested parties from the SARCPL and other affiliations met at the STIAS Wallenberg Research Centre to discuss and comment upon the very topical Section 25 Amendment Bill.
After a fruitful day of debate and collective conceptualisation, the meeting as lead by Professor Boggenpoel managed to hammer out what was thought to be the best possible version of a future Amendment to the Property Clause. The meeting’s reasoning is captured in their final submission to the South African parliament and is accessible below.
Key discussion points included uncertainty in the Amendment Bill over the meaning of ‘land reform’ and the Bill’s apparent vesting of quantification powers with the courts alone.
